Walls can be made to be unobtrusive

They look like this. The wall can be made lower on the pool side because it is designed to stop the child getting in. In this photo the end wall has a safety gate but the open pool edge also complies because the drop on the outside is at least 1100 mm high. The gate looks a bit silly because it is a bought in item with latches that comply but it is designed to fit into a fence 1100 mm high.

In this case the wall is the full compliant height of 1100mm - as you can see - when the pool is close to the house - it can look very attractive.
